What to do if I took my car to a repair shop and asked to be called with an estimate before any work was done but the shop ignored my request?

I received a call 2 days later to come pick up my car; it was ready. When I inquired about why I wasn’t called and given a estimate, I was told well then we will just take the parts off and push your vehicle outside. The bill is $390. Do I have any recourse here?

They are actually stuck with the bill. Report them to the city or county attorney and make sure you don't tell this to them.  You may need to ask if the city or conutty attorney is willing to help you get your vehicle back without cost to you. If this doesn't help, explain that you did not contract for services and for them to take items out of vehicle now would put you in a worse position so they are stuck with with the cost and next time to ensure they get a signed services contract before beginning work.
