Based upon what you have written about where your landlord is refusing to take responsibility to fix his or her unit, I would call your local health department for an inspection of your unit. Assuming the unit is deemed a health hazard the landlord will be cited and the landlord will be required by the health department to immediately rectify the problem for you at his or her own cost and expense.
