U of O requires the first year students, who are 18 years of age, to live on campus. Is it legal for them to require adults to live on campus?

Yes, this is legal. You did not have to attend this college, you chose to do so. This then obligates you to comply with its terms of attendance, including where you can live. If this is not acceptable to you, you are free to transfer to another institution.

It is perfectly legal. There is no inherent right to go to a particular college, and no college has an obligation to take *you* as a student. Colleges may set whatever rules they wish for students--students who don't like or who aren't willing to live under those rules may seek a different university, but have no right to force that particular college to bend or make an exception to its rules for them.
