If my wife and I are both seniors and she is handicapped, how do we stop a neighbor from bullying her?
We are being bullied by a neighbor where we live. She blocks our entrance into our residence, she calls the police (who happen to be friends of hers) everytime we open our windows and look out. We have no money to move.

You call the police on her: harassment is a crime, as if physically blocking someone's travel or movement, and as is trespassing (if she is on your property); it is a also a crime to file false police reports. In addition, you may be able to sue her for malicious use of process (misusing the police process to harass you) and for harassment, and in the course of doing so, possibly obtain a court order barring her from doing this.
You write that the police are friends of hers--if true, that complicates matters and it makes the situation more sensitive. You should consult with an attorney about this situation--you may need legal assistance to deal with this.
Another option is, if you and she both rent from the same landlord, file complaints with your landlord about your neighbor's harassment and disorderly conduct: landlords have the power to prevent one tenant from harassing another.
