What to do if my sister is having a problem with her landlord entering her duplex?

Question Details: They seem to come when they feel like it, entering at unacceptable hours (this morning it was 6:30 am when she told them that 10 am would be better) or even when they're not home. One time, my sister arrived home to find her landlord in her duplex on a tour to refinance the property. Doing research with the law myself, I find that in the state of RI (where she lives), a landlord must give 2 days notice before entering unless there is an emergency situation that needs to be addressed.
