You may videotape the officer so long as you do not interfere with him, since interfering with police duties is a crime. You may not audiotape him without his consent to be taped, however, because in regards to recovering conversations, your state is an "all party consent state," which means that every participant in a conversation must consent, or agree, to be taped--and he is free to refuse to agree, if he chooses.
