You should contact your Realtor who will be able to answer you specifically with regard to your location and the practices as far as this type of situation goes. However once you have an inspection and decide not to buy the home that inspection usually would not be used any further. I do not however know the specifics of TX law.
If you provided the buyers with a copy of the inspection than they would seemingly be able to provide future buyers with said inspection report. However as for whether you are entitled to a fee it seems unlikely because you voluntarily gave the report to the sellers who can now use it as they see fit
again if you want to be sure ask your realtor or call your closing attorney who can tell you specifically. As normal pracice inspection reports do not usually get used by a seller or future buyer on past offers. However i strongly urge you to contact you local representatives for a full answer
