What can I do if I traded in a vehicle for a new one but the deal never went through and when I came to pick up my trade-in they had already sold it?

If you get the vehicle back and it is not damaged, there's really nothing to do: in that case, apart from feeling slighted, you would have suffered no injury, and the law does not provide any compensation for feeling slighted (and also does not force businesses to conduct business well)--it only provides compensation for actual injury or economic loss. If you don't get the car back (or are offered a comparable or better one, or the cash value of the car, if they can't get the specific car back) and/or the car comes back damaged, that would be a different story: in that case, you would have suffered a compensable loss and could sue the dealership.
