They would be eligible for US citzienship if they are the minor children of a US citizen who are US permanent residents.Ã¯Â¿Â½ They can either apply directly for US passports or first apply for a certificate of citizenship.Ã¯Â¿Â½ Either way they would be considered US citizens but having a certificate of citizenship is something that many people prefer to have in addition to the passport.
