This is a question best asked to an attorney in the state of Virginia. It is my understanding that any court can issue an injunction. It also depends on what you want the injunction for. Injunctive relief is granted under Virginia Code § 8.01. I am going to give you a link to the Virginia Court website which has general forms. Otherwise go down to the courts and see if they have what you need. Good luck. http://www.courts.state.va.us/forms/district/civil.html
