I am a lawyer in CT and practice in this area.  If you have a written lease, there should be a clause that says that only people on the lease may live there and others not on the lease must obtain your permission as landlord.  If the tenant has a person there that is living there and the lease has this clause, then you should inform the tenant in writng that they are in violation of the lease and that they can be evicted.  This should get the tenant to realize they should make the person lease.  I also suggest that the letter come from a lawyer so the tenant takes this very seriously.
