Driving on a suspended license. Got pulled over and arrested because the cop sitting at a gas station ran my plates. Does he have the right to pull me over and arrest me?

There is no expectation of privacy as to your license plate.  The cop can run your plate in a random check.  If the plates are registered to you and your license came up as "suspended" then the police office can pull the car over to check and see if the registered owner was driving.  You were and were arrested for a suspended license.  Cop got lucky.  You were not.
