A state law enforcement officer can send in the mail a ticket for careless driving but I doubt that the ticket will have much legal legal weight for the following reasons.

How does the police officer actually know who was driving the vehicle and when the alleged offense occurred? Likewise, if the police officer did not actually view the incident and the surrounding circumstances, how is he or she able to make the judgment call about careless driving?
