Why am i being charged money by the county

I hit ice and totalled my car. No other cars were involved and no damage to property resulted. Also , no injury to anyone. I’m being charged with failure to control and fined $124. I don’t understand that if I destroy my own property without any damage to anything else why I can be charged and fined.

The fine is from the government. It is a penalty for violating driving law (e.g. statutes or ordinances about being in control of your car) and has nothing to do with compensation for damaged or destroyed property, the same you can be fined for speeding, improper lane changes, going through a stop sign, etc. even if no damage is done.
