1) Yes, if she stole items not belonging to her--e.g. items still belonging to the estate and which have not been distributed to heirs--that is theft, and you should file a police report. Taking anything not belonging to you is theft, and even if she had what she claimed to be a will entitling her to those things, if the alleged will was not probated yet, they were not hers. 
2) A probate attorney would be the best choice to help dispute a suspect will.
