What are my rights if my heat doesn't work?

Question Details: I moved into a property 2 months ago and I still have no heat upstairs. License and inspection has come out wrote a report and that says my landlord has 3 days to get the heat; today is number 5 but heat still is not on. The inspector with LI said he's moving toward with filing a case but what does this mean for me and my family? I have a 1 year old who has become sick as to staying in this house under these conditions. They are still charging me regular rent for the time I have been without heat.
