Was my traffic stop legal?

Question Details: The officer who stopped me because he said I didn't stop fully at a stop sign. This is a lie because he was behind me at the stop sign and I was aware of his presence so of course I fully stopped. Conveniently they don't have dash cams in their police vehicles so I can't prove that, however the officer states specifically in his report of the incident that he "engaged his emergency lights and conducted a traffic stop". He did not. Not at all did he ever engage his emergency lights. He pulled up behind me at a gas pump. Is this a legal traffic stop? I can prove it. The gas station has security footage of the incident.
