No, the ACA does not require that prescriptions count towards your deductible. In fact, prescription coverage is not even required in health insurance: it is generally an add-on or additional coverage excepti in very premium plans which incorporate it. And if there is prescription coverage, while it can fall under the general deductible, it usually does not: generally, it has its own separate deductible.
