If my spouse has filed suit with a complaint for divorce, is the 21 day response time calendar days or business days from reciept of suit?

I signed for receipt of the suit on 06/26. The Fourth of July holiday occurred during the timeframe for response. Do these national holiday days factor into the response time?

It's both.
Officially, it's calendar, not business days. 
However, the courts are reasonable, if you are late by an amount equal to, for example, the holiday day(s), any judge I have dealt with would allow you to respond, acknowledging as a practical matter the impact of the holiday.
