They can prevent the home from being sold by the estate to a family member, associate, etc.--the will controls what their estate does with their property. The will provides instructions that the estate and its executor must follow.
However, the will can't control what the person who buys the home does with it (that person is not subject to the will), so if someone who is not associated with a family member later decides to sell it to family, that is legal.
