Yes, it is legal. You cannot make someone keep something private againt their will; they must agree in advance (e.g. in some confidentiality or nondisclosure agreement, either a general one or one pertaining to this communication) to not disclose it. Without their prior agreement to keep it private or confidential, they may share with anyone they like. For future reference: nothing you send to your employer should be considered confidential: only write things you are willing to have shared.
