Does having an active arrest warrant mean that I have been charged with a crime?

Question Details: I have lived in NM for the past 19 years. During an employment background check 4 years ago, I learned that I have a felony arrest warrant in CA for grand theft; it was issued 8 years ago. I'm curious if the statute of limitations applies in my situation? Also, I want to know what I can do to clear this up without having to make a 14 hour trip to CA.
