Does a cop have to witness the driving offense or can he write a ticket cause someone said you did it?

Question Details: I was driving behind someone that was going 20 in a 45 mph speed limit zone. I followed for a while but I was in a hurry so I did pass them in a no passing zone. This guy ends up following me to my work and calls the cops saying I passed 3 cars. He is lying but they wrote me a ticket for wreckless driving. Can they do that and will it hold up in court?
