Can a person travel in the us with a foreign passport?

My friend lives in the US and they have a foreign
passport. Can they fly in the US being
undocumented and only with their foreign passport?

Yes, but only if the passport is still valid and unexpired.  As long as there are no immigration controls, it is a legal form of government issued ID for purposes of travel within the US.  Let me know if you have any additional questions.
