Can a person on a tourist visa legally work in the U.S.?

I have a family member who started an LLC under a tourist visa and has made my wife, a US. citizen the principal of tie company. If he does sales and makes a

profit how can he legally get paid and what liability does my wife have?

No, absolutely no working while in the US in tourist visa status as that status does not allow one to have employment authorization.  If there are any profits/dividends that he may be entitled to as an owner/member of the LLC, those can be directed to his account abroad.  He also cannot undertake any activities that would be deemed as working as he is not permitted to work.
