Can driving without insurance and with expired registration tickets be issued after I’ve parked and exited the vehicle?
I was driving to my university and parked to ask for information, and go to
class when I turned off my vehicle and got out. When I got out there was a cop
with his lights behind me no sirens. The cop began to question me about my vehicle and told me that the vehicle had a history with them. He then asked me to search the vehicle specifically for drugs. I refused, and he continued to insist. He threatened to bring a K9 Unit and use it as probable cause to get in the vehicle. I told him to go ahead while I waited for my father to arrive on scene. He walked around the vehicle asked me for my insurance and I told him to wait for my dad and he’d give him the information. After I answered his questions He issued me a citation for operating vehicle with expired license plate, and Operation of Vehicle without Insurance. He then called campus PD and had them issue me a parking citation because i didn’t have a school parking permit. Also, after I went to fight the ticket I noticed the date on the citation was wrong. The ticket showed the day before instead of the date when he cited it.

They can issue you a citation for these things: all that is necessary is that they have evidence to show that you were driving with no insurance and with expired registration, and if the officer saw you pull into the parking space/lot or you were in non-long-term parking (so that is clearly was NOT the case that the car had been parked there for an extensive period of time--i.e. you must have have driving it), they have that evidence. There is no law that you have to be behind the wheel to be ticketed or cited.
Anda minor "typo" on the ticket in no way invalidates it: the court can amend the ticket to correct an incorrect date with dismissing the action.
