Can I be charged with possession with intent when the drugs are in someoneelses house?

Drugs were found in a bag that had
my dog stuff in it. They were in a
separate closed bag sitting on top
of that bag. My friends and Inwere
in the garage with the door closed
and these were found in the house.

Of course you can be charged with possession if the drugs were in someone else's house--your property doesn't become another person's when you go into their home. All that is necessary is that there be reasonable grounds to think that the drugs were yours, such as finding it next to or with your "dog stuff"; and/or if the your friend has testified (in a believable way) that those were not his drugs, but yours.
