Are there any legal ramifications for me paying for a ticket fine for stolen license plates?

My car was stolen and subsequently
recovered. Our license plates were removed
and stolen plates were placed on the vehicle.
Those stolen plates have a traffic violation
associated with them and I cant get my car out
of impound until I pay that ticket.

You can't pay the violation without pleading guilty to it. (The act of paying is a guilty plea.) Therefore, you will accepting liability or responsibility for the violation; possibly getting points on your license; and if there was some other criminal act or injury associated with those plates, possibly providing evidence that you were involved in it.
