What to do if my house was struck by lightning and my insurance company is telling me they want to repair, not replace my electronics?

Do I have the right to refuse repairs on electronic equipment damaged by a lightning strike?

Whether or not you have the right to refuse repair instead of replacement is going to depend on what your policy says.  If your policy states that items damaged in a storm will only be replaced if they can not be repaired, then your insurance company is fully within their rights.  Read the policy.
