Assuming you are referring to a driver's license, you can not get a new license in a different state. Information on license revocations and suspensions are shared within all 50 states. If you have a revoked license in one state no other state may issue you a license. You must follow the reinstatement requirements in the state in which it was revoked before obtaining a new license in the state you are moving to.
