An electric company is a provider of a service. if you want to have the service you need to pay for it. Just like any other company, the electric company has the right not to provide you with services if you are not paying your bills. One of the mechanism that happen when you do not pay your bill is that the power company shuts off the power to your house or apartment. indeed, the power company have the right - since it is their service - to provide or not provide you with power if you are not upholding you end of the bargain - i.e. paying he power bills each month.
